Disabling dead line detection fixes the phone line trouble indicator, so
the system idles in a state of SYSTEM OK. That's a good start (though
I'm not sure if it's a great idea to leave it this way permanently.)
I understand the method for the off-hook detect value, except that the
phone status is always 0 regardless of whether phones are on hook or off
hook. The only thing that makes that value change is an incoming call.
