So if I understand correctly, you moved the jumper cable from TEST to ADO/Expension to SECURITY to ADO/Expension.
This means you inject the phone first phone line directly to all of the line one rj45 output.
The way it is "supposed" to be connected is :
Punch block 1 & 2 Line IN (white/blue-blue) is your phone line from the demark (the phone line by itself before ANY phone is connected, this is the phone line FEED)
Punch block 3 & 4 Line OUT is the OUTPUT FROM the security panel. These two wires are supposed to be punched TO the "From Demarcation" punch block line one which is the far left two punch (white/blue-blue).
What this does is the the lines comes in the distribution panels, goes to the alarm FIRST, then comes back FROM the alarm panel and THEN distributed to the "From Demarcation".
This will cause all the phones connected to line one (white/blue-blue) to be override by the alarm system in case the security system needs to dial for an emergency.
An RJ31X will BYPASS that process just by unpluging the cable from the junction box.
In your case, you NEED to jump the cable from TEST/ADO to SECURITY/ADO since the first line comes in the security system.
This system is NOT an RJ31X (it acts like it but it is not automatic when you unplug the security panel), you need to make the bypass yourself the way you did it.
If you are using more than one line, you can use a different line for your security panel, thus it will not cut the phones in the house but rather only cuts the fax line or secondary phone line.

Well, I got it working again. Just to the right of the "security" jack there was a jumper cable that went from a jack labeled "test" to a jack labeled "add". When I unplugged the "test" jack the handsets went from saying "line in use" to "check phone line." So, I plugged the jumper cable into the "security" jack instead of the "test" jack and got a dial tone.
Thanks to everyone who responded. Now, can someone tell me why this worked?

The fact that the other end was not connected is not dispositive. The plug must be physically removed from the RJ31X jack to cause the Line In to connect directly (i.e., jumper) to the Line Out. If you have done that and it is still not working, then you will need to trace the phone line from source to end to see where you lose dial tone.

Already tried that and it didn't work. I didn't think it would because it is disconnected a the other end where it went into the panel, but I tried it anyway (still attached to the terminal strips which I removed from the HAI board). Also tried unplugging the mystery black wire on the front of the DSL splitter and that didn't work either.

Unplug the Blue Cat5 from the jack labeled "Security," and let us know if your downstream phones are all then operational. This is an RJ31X built into the distribution board, as demonstrated by the Line In and Line Out.
