[Hai-users] VoIP compatibility

Do you know what the panel wants to see?

Metering right there, I get a solid 49.67v on hook, 11.35v off hook, and 
flashes in the 5-12v area for an incoming call.  Seems pretty good to 
me.  Yet, the panel reports a phone level of 0 for both on hook and off 
hook.  Only time I see a change is for incoming calls.

Seems like the panel isn't working right.
