In addition to the other suggestions, there could also be a problem with the
home's phone line. Unfortunately, it might be difficult to get the phone
company to test and/or correct it.
For kicks, you could try reversing the red and green going into the panel,
and also try different DTMF pulse lengths - there's a setting in the
Installer Menu somewhere, but I can't remember...
