If your central station has the supporting hardware, you can use the Bosch C900V2 Dialer Capture Module.  It was reccomended to us by Bosch as a backup to analog phone reporting, or as a means of reporting when VOIP was the only phone service.  It's kinda like VOIP for security panel.  The panel only sees a dial tone and sends ContactID like normal, but the C900V2 caches it and then packetizes it and sends it out over IP to the central station.
