I do think using the 30 or 35 (or even the 40) would be better, as it would force teams to actually try to gain some yards even when they just need a FG. But even starting at the 25, the college approach is far, far better than the NFL approach in my opinion. 

Of course, playing for a "safe" FG really hurt at least a couple of college teams this year, and the 25 yard-line rule has provided for some awfully exciting overtimes.
