[NU Sports] Texas & ND to Big Ten?

I have a friend who works for a sports consulting firm. He said that the Big Ten is actively pursuing Notre Dame but not Texas. This was a comment he made to me a few weeks ago. He seemed to think that the push to 16 (which I dislike strongly) would include Rutgers and Maryland or some other eastern footprint. The Horns and Aggies are not joining.
