Those of you from outside Pennsylvania may  not realize that PSU, like Temple or Pitt, is a state-RELATED university, not run by the state. 

PSU gets money from Harrisburg but is in no way controlled by any part of state government. While the Governor certainly has a powerful bully pulpit and considerable influence, ultimately, he doesn't make the decisions on how Penn State is run. It is entirely possible and sustainable for a PSU President and Board of Trustees to defy the Governor should they wish to., though of course this situation is without precedent.


There are also no elected trustees such as at Illinois.

In many ways, PSU is a private university that gets state aid.
