I am not surprised about the intent, and it may even be an appropriate 
response and a useful piece of legislation, although it's not clear 
how many of the individuals involved in this mess, including Paterno, 
would be classified as a 'teacher'.

It usually takes several weeks if not months for a bill to work its 
way through a state legislature, and I don't see this one being 
much different,
