I am not convinced that PSU must cancel the remainder of the season but I would support them if they did. 

I don't think this has anything to do with punishing players. It seems obvious that that the police weren't called because at Penn State "football comes first". Canceling games sends a message that the University intends to find it's focus and re-prioritize football. It's not 100% critical, but it would be a noble gesture. 

It's like dad saying "this family is watching too much TV and not communicating so no TV for a week". The trustees need to do something to show the world that football isn't the only reason the school exists.
