but when I see a crime committed, or am told of one by a credible witness, especially something such as child rape, I phone the police, not my supervisor at work.  


That's the issue here plain and simple ... and remember PSU banned Sandusky from bringing children on the campus in 2002, so they damned well something bad was happening -- and did nothing.  Morality has its own dictates far beyond the law.
