I don't see how Spanier plans to survive this.
 
But then again, nothing has happened to the higher-ups at Ohio State, Miami (in the recent round of scandals), USC, Auburn, FSU, etc. etc. etc.

I doubt it was Paterno's decision to cancel it, ESPN says announcement 
came from Graham Spanier's office.

At least one writer notes that Spanier is conspicuously and unusually 
absent from the media.

It also appears that Sandusky, supposedly banned from campus, still had
access to the weight room on campus as recently as last week, and
was on campus working out.  

Several Pennsylvania papers have already called for both Graham Spanier
and Joe Paterno's resignation, which would leave all of Penn State, not 
just its athletic programs, in shambles.

(I'm no fan of Spanier, I thought his years in Lincoln as the Chancellor
of the University of Nebraska-Lincoln were not good ones for UNL,
and he couldn't wait to get out of town to a higher profile job,
President of Penn State.)

At least one person Penn State has been recruiting has tweeted that
he may go somewhere else.
