IMHO, it isn't really 'stealing' when the signals are completely visible
to everyone on the field and beyond.

I've wondered why it doesn't happen more often.  Concern over that is 
why they have two or more people flashing the signs, isn't it?  

And if they were just pretending to be stealing the signs by looking
over towards the Nebraska bench and then pointing around, that's clever!
