If all of the things in this article are true, then I don't see how Joe
can escape unscathed.

The law requires reporting information regarding child abuse to the
authorities.  That's because the first priority is to stop the abuse.
Even if Joe didn't know his legal responsibilities, he has a moral
responsibility to stop the abuse.  If, as it appears, all they did was
remove PSU from the line of fire, then he and everyone else who knew and
did nothing to stop it are accomplices to the crime.
