Yes from a Bay Area resident no doubt NorCal is an easier sell than Evanston to most kids who aren't from the mid-west (and a lot that are). If you have never lived in cold weather (Cal,Az or Florida) you have got a heckuva job selling Evanston.   We will lose out most times on that score. But we need to sell the strengths.  Unless you are QB or receiver BT Football is likely to be better for you than most West Coast Offenses pioneered out here by our late resident football genius

Yeah, I think some folks may be overlooking the forest for the trees here a bit. It's not San Diego, but it is northern California--there's a reason so many people are willing to pay pretty insane housing prices to live there. 

It's not difficult to understand why, all else being equal, a kid might opt for winters in Cali over winters in Chicago.
