[NU Sports] Pay to Play

Every school financial aid office has a line item in their total cost of attendance figure that includes miscellaneous living expenses (aka, beer and Taco Bell money). Limit the stipend to that amount, or at least use a calculation based on that amount, and it mitigates the chance of escalation.
