Yes, but...

"we have decided not to appeal the decision because we need to move forward
as an institution" - OSU AD Gene Smith
Also, the full NCAA report is here:
http://www.ncaa.org/wps/wcm/connect/public/ncaa/resources/latest+news/2011/december/ohio+state+cited+for+failure+to+monitor,+receives+postseason+ban
IMHO I have no idea how Smith is still the AD at OSU; he is has seemed to
fight everything tooth and nail from the beginning yet they continually get
hammered with worse issues/sanctions than the initial reports. He also
continues to have a somewhat combative tone towards these types of issues.
I know OSU Pres. Gee has also made some inflammatory statements, but he
headed some other more academic minded institutions and wasn't afraid of
making necessary moves (i.e. essentially folding the athletic department at
Vanderbilt and restructuring it into the rest of the school).
In any case this will likely open up another bowl slot in 2012, which would
seemingly be good for NU. NU doesn't play OSU in 2012, but will get the
back in 2013-14, when they'll be facing the full brunt of the 9 lost
scholarships.
