Not exactly correct.

Boise Junior College began playing football in the 1930's, had several undefeated
seasons and won a JC national championship title in the 1950's.  Boise State
changed to a four year football program in 1968 and started playing NCAA
Division II football in 1970.

Michigan began playing football in 1879.

Do I think Boise State would have gone 9-3 or better if they had played 
a schedule like Michigan's?  Probably not.  But I'm not convinced that Michigan 
would always go 12-0 if they played Boise State's schedule, either.

Did Boise State have a better pedigree for the BCS than Virginia Tech?
Well, they didn't as far as the Sugar Bowl was concerned, and that's the
only voice that counts.  Too bad, I think Michigan vs Boise State would have 
been a more interesting game.  (Personally, I think Ohio State vs Boise State 
would have been the perfect bowl match.  Call it the Little Sisters of the 
Poor Bowl.  The loser gets Gordon Gee for a year!)
