Just the way every Yankee and Red Sox game in Baltimore is a home team for them.
Many thing conspired to cause the drop in Camden Yards attendance, changes in the tax laws helped cut down the number of business meetings that were held at the yards - when the park was new you could take people to the park and you didn't run afoul of the various rules against "entertaining" government buyers.
Had the Birds maintained a winning tradition (and maybe Cal Ripkin for another few years) the falloff of attendance might not have been so bad. Mr. Angelos' Sports Network, on every Comcast cable system in HD didn't help either.
Last night, on a beautiful evening with the Twins in town, the birds drew a whopping 13,000 people, about a quarter of those who watched on TV.

By the way, every time the Phillies play in Washington, it is literally a
Phillies home game minus about 30,000 because Washington is not supporting
the Nationals and won't until they start to win.
