That's actually and interesting insight.
 
This is a better description of the "near campus" neighborhood.  
 
So there certainly is some higher tolerance of off-campus students than there might be in the neighborhoods further away from Campus.  Still it doesn't even come close to Wrigleyville in terms of density or bars per resident.  Even if you aren't a Cubs fan, a short drive around the Addison/Belmont area in the off season will give you plenty of clues about what it is likely going to be like during the baseball season.  That's not the case in many of the near campus neighborhoods.  These are quiet residential streets with lovely well maintained homes.
 
To your point, the residents in these near campus neighborhoods not only have every right to expect those neighborhoods are going to be quiet, but are going to actively fight to keep them that way in order to preserve their own property values.

When I was there (late 60's), a fair number of the faculty had houses near
campus, I remember attending a couple of parties at ones just north
of campus. 

And that's kind of a throwback to the 20's and 30's type of 'college town',
when the only people who lived near-but-off-campus were the faculty.

Based on reports I've seen elsewhere, it appears our new AD may have a
house fairly near campus.  He's been holding dinner parties for all
the NU athletes.
