This sounds like bar stool speculation to me. Whenever the announcement comes, I would be amazed if more schools are invited than the Big Ten has slots to fill. A conditional invitation just seems like a luke warm way to bring a school into the conference. 

I also think the idea of the Big East sacrificing Notre Dame to save the rest of the conference makes sense. The final list may well be Nebraska, Missouri, and Notre Dame but I don't think we'll know for a while. Though if academic reputation is still the dominant concern, then Notre Dame, Syracuse and Boston College makes more sense.

According to several sources, the Big 10 has extended initial offers to Missouri, 
Nebraska, Notre Dame and Rutgers to join the Big 10 conference.

The invitation to Rutgers may be conditional on Notre Dame turning down its offer.
