Vince Young was the runner-up when Reggie Bush won the award, but 
nothing in that LA Times article mentions Bush giving up his Heisman. 
The NCAA doesn't award the Heisman, so there's no way they can determine 
whether it gets rescinded. And I agree with the notion that by now it 
doesn't matter a bunch. Both Young and Bush have more important things 
on their mind, and the moment is long gone.
