Not quite. The University of Chicago dropped out of the Big Ten in 1946.
The first steps that led to the founding of the CIC were taken in 1956 at a meeting
of the Council of Ten, a semi-annual meeting of the Presidents of the Big Ten
institutions.
The CIC itself began in 1957 and the University of Chicago was invited to join soon
after that. Penn State was invited to join CIC when it joined the Big Ten.
