[NU Sports] Smacking around punters

A new rule this year is that there's no roughing the kicker if the punter
leaves the "tackle box."  This rule change was made to counter the popular
use of rugby-style punting which has created a competitive advantage for the
kicking team.  I don't remember the exact play, but I assume the punter left
the tackle box.
