I think that's an NCAA requirement for Division 1 schools these days,
so Michigan saying they have one is unimpressive.  But the compliance
officer may deal mostly with paperwork for recruits and eligiblity
issues for athletes in the program.  

There's a lot of peer pressure at most schools for kids to put in extra
hours in the weight room, watching films, etc.  As long as the coaches
aren't mandating that, I think it complies with NCAA rules.  The
players who were brought in by Lloyd Carr but aren't high on RichRod's 
dance card are likely the ones doing most of the grumbling.
