Hey let's be bipartisan.  I can agree with all 3 of these.

But you don't have to go back to the Carter era.  Just look at the sizes of mansions owned by current kleptocrats such as Obama, Dodd, or Biden, paid for by the winners of one-sided bets in banking or 'gambling interests' in the form of barely disguised bribes (or to be bipartisan Ted Stevens with a not-well-enough-disguised bribe).

ACTUALLY

It was forcing banks to make loans to people who could not qualify for those
loans led to the collapse, but you have to go back 20+ years to the Carter
era.

This perverse incentive structure encouraged all of those involved to make 
huge bets which tunred out to be wrong the past few years and has
