No--giving one way incentives for people to make millions of dollars if their 
bets are right , while losing nothing if their bets are wrong, helped lead to 
the  economic mess we are in--
This perverse incentive structure encouraged all of those involved to make 
huge bets which tunred out to be wrong the past few years and has contributed to 
shakiness of the world's  financial system
