Not necessarily, though it does lend credence to the theory I've advanced
that some of the recruiting rankings are the cart leading the horse, ie,
certain players being ranked high BECAUSE Notre Dame is interested in them.

Even the best coach can only go so far with mediocre talent, but as has
been shown time and again (in every team sport) teams can squander even 
the best talent.  The coaching staff usually gets the majority of the
blame, but that's not always the case, especially in pro sports.
