You don't think Obama and the members of Congress know that?  They have 
the ultimate 'bully pulpit', and they use it frequently.  Getting the
NCAA to take action 'voluntarily' is not all that different than foisting
some solution upon the NCAA.  

There are certainly more serious problems our elected leaders should 
be spending their time on, not that they'll solve many of them either.
