That must have been early 1967, Roy.  According to its web site, the 
Coast Guard became part of the Department of Transportation on April 1, 
1967 where it remained until being merged into DHS in 2003.  
(http://www.uscg.mil/history/faqs/when.asp)  The language is also very 
consistent and precise in that it never becomes "part of" the Navy, but 
"operates as a service of the Navy" or "serves under the Navy 
Department" during wartime or at the direction of the President.
