We were told in Boot Camp (1967) that the Coast Guard was under Treasury
except in times of war when it became part of the Navy.

Many of the coxswain's of landing craft during D-day were Coasties and
during Operation Market Time of Viet Nam, several coast guard cutters were
assigned to the Navy along with their crews.

The Coast Guard and the Brownwater Navy go back and forth arguing about who
handles shallow water better - once they put the Coast Guard into Homeland
Security it all became moot, altho Coasties and Navy ships work the
Caribbean patrols.

Until comparatively recent times the Coast Guard was under The Treasury  
Department. In the years following World War I the other services were under
the  
province of the War Department. In fact, prior to World War II, The 
Departments  of State, War, and Navy were all housed in one building that is
now the  
Executive Office Building which sits next to the White House.

Nope.  The Coast Guard has always been a separate organization  whose total 
function is coast patrol.  The Marines have always been  under naval 
auspices.
