Until comparatively recent times the Coast Guard was under The Treasury  
Department. In the years following World War I the other services were under the  
province of the War Department. In fact, prior to World War II, The 
Departments  of State, War, and Navy were all housed in one building that is now the  
Executive Office Building which sits next to the White House.

function is coast patrol.  The Marines have always been  under naval 
auspices.
