[NU Sports] Keyshawn in RB HOF?

In the run up to the Rose Bowl, the announcers mentioned that Keyshawn Johnson was recently inducted into the Rose Bowl Hall of Fame.  I seem to recall that he was academically ineligible for that game, so how did he qualify for the Hall of Fame?

I am still a proponent of the bowl system with some slight modifications
(i.e. Plus One) as a playoff system would further divide college football
into "haves" (traditional powers, like OSU, USC, Texas, Florida, etc.) and
"have nots" - year in and year out there would be 7 "popular" teams and one
outsider who managed to sneak in (this year, Utah) and the playoffs would
look like NFL minor league.  The bowls allow the opportunity to put some
interesting matchups on the field and reward teams that are part of a 120
team league with absolutely no schedule balance - something that no other
major sport has.  Yes, NCAA basketball tourney works well, but they can also
play 2 games/week - something impossible in football.  Oh, and for those who
want to run a playoff in conjunction with a bowls - get ready for stadiums
much emptier than they are now - the bowls that are not part of the playoff
will be worth even less than they are now - and neutral site games for
anything but the national championship will sell precious few tickets
(Minnesota is scrambling to sell tickets for its first home NFL playoff game
in 8 years).

I would favor a reduction in the number of bowls and upping the requirement
back up to a winning record in addition to the Plus One, but I realize the
likelihood of either happening is close to nil.  The fact is that for the
Plus One or any playoff system to work, it would require the vote of ALL
NCAA Div. I presidents, which means for it to fly the revenue sharing would
have to be much more equal than it is now.  The BCS is essentially collusion
amongst the football powers to stage what they can without adding additional
games to the schedule and keeping most of the money in house (obviously
Congress forced them to give non-BCS schools an easier "in" and distribute
the money annually).  It will basically take something drastic to push the
BCS conferences into a position to give up the cash that's on the table now
- especially after ESPN forked over a ton more cash than FOX.
