Don't know if NCAA could enforce a hiring date. I suspect there would be siignificant problems with that. However, one change which would go a long way towards minimizing this pre-bowl musical chairs would be to move the recruits signing date back one month. One of the primary reasons schools need to get a new coach as soon as possible is to get a jump on recruiting since signing date is first week of February.
Just saw Charlie Strong introduced to a wildly adoring Freedom Hall crowd. I know it's a little different with assistants but he's going back and forth during December and will coach the Florida defense in the Sugar Bowl. Louisville thought it would be good free press.

coach, it's just a fact of life. If the NCAA removed that rule it would
create a huge headache, especially for the players who are already at the
new school. For those complaining that college football is semi-pro as it
is, removing the one year transfer rule would make it even worse.
The biggest problem is that there is way too much emotion involved in
college football for people (players, fans) to act rationally about such a
move, which typically isn't the case in corporate America where such moves
happen all the time.
