If the NCAA can mandate a specific day in February for signing recruits, it could mandate Jan. 10th (after the BCS championship game) as the national signing date for coaching changes. Yes, it would mess with recruiting some (for one year) but that isn't the end of the world. The NCAA could also impose a 2-scholarship tax if you hire a coach before his season is 100% over (take two scholarships away for the coach's first year).

Unless there is some reason I'm unaware of, national signing day could be pushed further out into the spring. I assume the current date is designed to let the coaching staff focus on spring ball. I wish it could be mid-April to prevent the scenarios where kids finish high school early and attend spring ball. 

However, this isn't a problem that the NCAA wants to fix, so I don't expect to see changes.

All of you who weighed in are right on many of the responses you  gave.  In 
some sense I was trying to prompt a discussion.  However,  the imbalance 
between how coaches are treated and how players are treated once  their coach 
bolts is just abysmal.  Having read some of the responsive  posts, I now see 
that my "solution" may be unworkable.  Nonetheless, if  Cincy were playing 
for the BCS Title, and Kelly were going to ND leaving his  team to play for 
the crown without him, this situation would prompt a national  outcry.
