I would rather have Wisky in NUs division over PSU, but I agree it is hard to split IWM(Pig-Axe-?) or not split the 4 potential superpowers.

Here is how I rank the teams historically(last 30 years) in the Big 10-ish
* Superpowers *
Michigan
tOSU
ND
PSU

* In Waiting *
Wisconsin
Iowa
Michigan State -- tweener

* Rest *
Northwestern
Illinois
Purdue
Indiana
Minnesota

You divide the superpowers nicely, but the next tier can't all be in one division.
