I received a response from the techs at CSTV as to why I could not access

As one who has to help support several web servers, IE has been a major
headache for web developers for years, they tend to interpret standards
in whatever way suits them, and not consistently between releases, either.
Many web developers wound up writing a separate module to handle IE7 issues.
I'm almost afraid to find out what they've broken in IE8, which I think
is still in beta.
I argued with Microsoft for several years trying to get them to acknowledge
a flaw in how they handle cookies, with no success. (AFAIK, that flaw
is still there, I've told the users of that non-public web server
that they have to use Firefox if they experience that problem.)
But even worse than IE7 is the customized IE browser for AOL users.
I'll be curious to see how Google's browser works. For the most part
their software has been pretty bug free, their email interface (gmail)
has the best anti-spam filtering software I've run across.
