I recall, though, that in the games the NFL has played in Mexico, the majority of the fans were from Mexico...that might make a financial justification difficult for a game in Monterrey or Mexico CIty, not sure.?
Indeed, one of the interesting 'charms' of the Sun Bowl in El Paso was the huge local support - I believe locals bought a majority of the tickets.? And their billboards said it eloquently - 'You play - We party'
Jonathan's mention of the Bacardi Bowl sounds great...rooms at the Hotel Nacional, classy gaming down in the Casino, rum drinks on the Malecon...

San Juan, Puerto Rico would be a nice destination - I've traveled down there on business and in terms of price it's about equal to the Florida destinations, and, depending on when you go, the airfare isn't too much different.
There has been a bowl game in the Caribbean before, though, the Bacardi Bowl held in Havana, Cuba during pre-Castro times.? There were 7 games between 1907 and 1946 - 6 of those matchups featured an American school versus a Cuban school; the final matchup was between Auburn and Villanova.
The biggest issue nowadays is, of course, getting a bowl location that will attract enough fans to fill up the stadium, and once you get outside the continental US, that becomes more difficult (look at the bowl game(s) in Hawaii when U. of Hawaii is not playing), and, again, since it's all about money it is difficult to justify such a game when the stadium is empty and there aren't tourists boosting the local economy.

I agree, I'd MUCH rather go to Toronto than Detroit.? Get them to put a small
bowl in Sarasota or Naples or Fort Myers or San Juan or even Rockford, but
Detroit ??? :)
I was "half" kidding about these cities, because I know you have to have a
stadium present, but get the Big Ten to switch out Detroit for Toronto.

If NU somehow gets screwed and ends up in Detroit, it will be the fans duty
to ignore the game totally...they can watch it, but don't buy a ticket, and
don't contribute a dime to Detroit's economy.
Only in this way can it be impressed upon the conference powers-that-be

a) no one considers Detroit a pleasant bowl destination, and
b) conference rules that allow massive bowl-game screwings can have
consequences
A conference should not maintain a bowl tie-in that practically every
conference team loathes (and considers an invitation to it to be a ?screwing).
