Actually, it looks like they did change the rules, so the Rose can nix the first chooser (the Orange in 2001) from selecting a Big Ten team.

Nope - no tie-in if PSU goes to the title game.
However, the Rose would then get a first pick (or second if PSU was #2) to
replace Penn State and they have shown a tendency to try and keep it Big Ten-Pac
10 if possible (see Illinois' selection last year).
