A step "up"?

Millersville U is right down the road from where I live (10 miles). Its gome thru 2 head coaches in the past 5 years (if I recall) following the retirement of a coach who'd been there for 20 years. They have scholarship issues (they don't offer any or very few, which is why the last coach left), the Athletic Dept has been under fire for numerous program and funding issues.....whoever is selected will inherit a program with many existing problems.

Wonder if a Division I school can get bowl credit for victories against
