While it's certainly true that the bowls would like the tickets sold to
people who will actually come to town, stay in hotels and spend money, their
second choice is just to sell tickets.  That concern is taken care of in the
bowl contract with the conferences with whom it affiliates.  Each invited
school is required to sell a certain number of tickets.  All unsold tickets
are then paid for by the school.  In some conferences, mostly non-BCS
conferences - the conference itself will help with the unsold tickets.
Either way, the bowl is guaranteed a base revenue level from tickets.

When it comes to the NCAA getting involved in football, remember that the
NCAA is just the colleges themselves and the governance structure of
Division I is set up to be dominated by the BCS schools.  The NCAA will stay
out of post-season football as long as the BCS schools want it that way.
The presidents of the BCS conference schools,  and only those presidents,
ultimately have the final say on the structure of the post season.
