I made such a ticket purchase + donation through NU for the Sun Bowl. I requested it go to a serviceman in the area, although there may have been other choices. My father-in-law had served at Fort Bliss so it should have ended up with one of his successors.
I don't recall them offering such a program for prior bowl games. Maybe we had more trouble selling our Sun Bowl allotment; maybe we learned from experience in earlier bowls that its a good trick to up sales and PR.
This transaction went through on Dec. 24th so it is probably too early to act now.

Subject: [NU Sports] Can we donate bowl tickets?
Fellow Wildcat Faithful,
I have a better chance of making it to either of the Florida games, but I may not be able to make it to the Alamo Bowl. If I cannot go, I would like to buy a pair of tickets to help NU sell its allotment.
Does the athletic ticket office have a program where you can buy tickets and donate them to folks in San Antonio? I'd imagine they could be given to school kids, emergency responders (police, fire, medical), charities like Big Brothers/Big Sisters, or military personnel.
Has NU ever done this before? If they don't, I will probably contact the local Big Brother/Big Sisters office, they get free sports tickets all the time and have a good process for giving them away.
Victory & Honor,
Jim
