Our student attendance is not the problem. Proportionally we get more students at the game than any other Big Ten school, but we are just not that big.
Chicago is a Bears/Cubs town and except for the 70s with the Hawks and the Jordan years no other sport does very well.
I think we need to just accept attendance will always be somewhat marginal. Maybe contract the stadium a bit or cover sections similar to what UCLA and USC do on games with low attendance. Our season ticket prices are very reasonable and they have multiple great deals for endzone and young alumni. Keep the single game tickets high, because most of that is "foreign" fans, but continue to have pairs of tickets "Michigan - Northeastern" for example. A bye week would also be nice. I know we burn out not have a week free in the fall.

And starting in 2003 or '04 (I think - this happened just after I graduated), NU tacked on an extra athletic ticketing fee to every student's tuition bill. In exchange, any student could get in for free to all sporting events (in all sports) by swiping their Wildcard. So whatever's keeping students away, it's definitely not money.
But students are definitely not the only problem. Even at the 2000 Michigan game, there was a lot of maize and blue in the crowd -- and that day, the student section sold out.

attendance issue to death, but the final 2007 numbers are definitely
discouraging and show that something needs to be done.
A great team is the best answer. Another is building a new stadium, even if
it isn't any bigger than Ryan-Dyche. Build it on campus, which makes it
easier for students to get there, and provide adequate parking. Take the
lake if necessary and screw the tree-huggers. Or in this case, the water
foul.
