That is the priority points system.
We got kicked out of the west lot a few years back for some reason. I
called the ticket office and found out we were high on the wait list.
Without batting an eye I sent them some $$$ to make sure I got the
extra points I needed to get back into parking. Sounds like a PSL to
me.
The only thing that makes the points system a non-PSL is that years
holding season tickets count for a decent amount. Still somebody
could come in with a $10K(1 point per $100) donation and pass a 30-
year season ticket holder(3 points per year) that did not give to the
athletic department.
I am completely sure that on the badger renovation that PSL-type fees
were charged for certain sections.
I think if you are considering taking a family to a game $50/ticket is
not unreasonable. I work with a number of middle class people who
spend more than $5,000/year for travel baseball.
As for alumni pre-sales I don't think that works other than forcing
people to buy 2 game packages at a discount. When my in-laws come up
for the Michigan game we buy an extra seat(we have 3 and only use 2
most of the time -- long story). So we are contributing to "packing"
the stadium full of opposing fans. I have no problem paying $50 for
that ticket.

even NU has this in place for some seats.
