But I think you’re right – I know the service academies sometimes give their
assistants reserve commissions – Eric Washington was a Ltjg when he was at the
prep school. 

 

On Knight – I doubt he had enuff time to get vested.

The law you're referring to is the standard pay scale.  10 U.S.C. § 4338 implies
that this pay scale doesn't exist for the civilian profs and "instructors" at
the service academies (at least, not for West Point).  Conceivably the football
coach is an instructor:

So, it would seem that the Secretary of the Army, at least, can do whatever he
wants with regards to this salary (I mean, within the strictures of law). 

NOTE:  I haven't done more than 2 minutes' worth of research on this, so don't
take it as anything more than an interesting completely informal look into the
rules about West Point.  I am not a lawyer.

By law, nobody can make more than the president and there are some pretty heavy 
guidelines regarding who can make what percentage of the Prez' pay.
