[NU Sports] TV

On this note - 
 
There were 'TV' time-outs yesterday - several times, play was held up while 'that guy' was standing and signaling around the 20 yard-line.  He was wearing a Big Ten conference golf-shirt.  I don't recall in the past having a guy like that for radio time-outs.
 
There was one camera on top of the north end-zone building, and I noticed at least one sideline camera, but it was only a handheld.
 
I didn't see any TV trucks out in the parking lot, where they usually sit.
 
Would anyone know why we might have had 'TV-type' time-outs during the game yesterday ?
