Advertising Age tends to run lists of who gets awards and major 
agency placements, but I don't have access to it anymore.

Doing a google search on 'ESPN AWARD WINNING COMMERCIALS' comes up with 
an ESPN release from last November which states that their award-winning
SportsCenter spots are all produced by Wieden & Kennedy/New York, so maybe
that's the answer you're after.  However, 411 Creatives in Culver City CA
claims to be doing storyboarding for ESPN ads, and I think they do other
work for Disney, so maybe they're involved too.

I think I've seen posts on the list from some subscribers who work at ESPN, 
so they may be able to come up with a more complete and up-to-date answer.

You're right, they're totally off the wall.  I do wonder how effective
they are, though.
