[NU Sports] Blocked Punt?

Can any rulebook mavens explain this hypothetical situation to me?
Team A has 4th and 2. Ball is set, play clock rolls. Team A offense
stays on field until 18 seconds remain on play clock. Team A makes a
change and the punt unit comes on, offense comes off. This is done by the
time there is 10-12 seconds left on the play clock. Team B defense comes
off the field, Team B special teams comes onto the field, in disarray.
Umpire remains standing over the ball, preventing its snap, and preventing
the offensive line from getting into their final stance, until 3 seconds
remain on the play clock. Punter, fearing a penalty, without time to
survey the defense and check for punt blockers, and without time for his
line to see a shown block attempt, calls for the snap. Snap is high,
punter kicks, kick is blocked, touchdown is scored by Team B.
Game ends with Team B's margin of victory less than 6.
Can the outcome of the game be reviewed by league officials for gross
incompetence by the officiating staff?
