I think both of these can be waived with proper notification to the officials
and (probably) the other team.  

The most likely situation for needing to switch someone's uniform number 
mid-game is in case the player's jersey is damaged and they don't have 
a replacement available with that number on it, something more likely to 
happen at small schools with a limited budget.
