My understanding is that is is in effect for THIS draft. Not a lot of references to the new rule, but here are 2 I found from different sourches California and Pennsylvania.
6-10 senior from Maryland rated as nation's No. 2 prospect

"Durant, who ranks behind only Indianapolis' 7-1 Greg Oden in most national rankings, might never have been headed to Austin had the NBA last year not implemented a rule requiring players to be at least a year out of high school before entering the draft..."
In the Dawg House

"But whats even more important to consider is the fact that this years NBA draft will be the first where the new rule requiring entrants to be at least nineteen years old and one year out of high school. This will significantly lower the pool of talented (or promising) big men entering the draft for the first time in years..."
